Member of D.C. group the Knights. In the early ‘60s he released the fine R&B vocal group single “I Want My Love” on the Tonjo label backed by the Maidens, and a single on Philadelphia’s Lenox Records.

During the ‘60s Quarterman played trumpet for the El Corols and recording star Garnett Mimms. He released two singles as Sir Joe on Baltimore’s Ru-Jac label, and scored several funk style R&B hits in the ‘70s on the GSF and Mercury labels. Joe also wrote and produced records for Ru-Jac artist Gene & Eddie.

In 2017 Joe performed a Ru-Jac Records tribute show at The Arch Social Club along with labelmate Winfield Parker.
